【摘要】This paper explores the impact of social security protection on charitable giving among older adults in China. Using China’s public LTCI (long-term care insurance) pilot program targeting elderly aged 60 and above as a quasi-experiment with representative individual-level survey data from China Health and Retirement Longitudinal Study, our triple differences estimates show that LTCI coverage significantly promotes charitable giving among elderly households, leading to a 7.8 percentage points increase in the probability of donations (78 percent) and a corresponding 47 percent rise in the donation amount (174 yuan). The LTCI reform reduces the gap in individual giving between China and the U.S. by 14 percent. The charity effects of LTCI coverage are driven by reduced precautionary saving motives and improved subjective well-being among senior beneficiaries. In particular, the effects are more pronounced on elderly beneficiaries with higher LTC risks prior to the LTCI reform such as elderly with worse health, poorer family or social support, and less wealth, as well as on elderly beneficiaries with greater improvement in subjective welling. Heterogeneity analysis shows that the LTCI induces more charitable donations from covered elderly with religious beliefs. Our study helps to understand the underlying causes of low-level charity in less developed economies and joins the policy debate on the pros and cons of long-term care insurance reforms.
